Lawyer Tong Jianhua of our firm was invited to deliver a lecture titled Perspectives on the Connotations and Opportunities of the "Belt and Road" from a Legal Angle at the Department of Electrical Engineering, the University of Hong Kong.
Lecture Highlights
Lawyer Tong elaborated on the national top-level "Belt and Road" strategy from five aspects: what the "Belt and Road" is, the dilemmas in the international economic landscape and China's development, the strategy and role of the "Belt and Road" in addressing these challenges, the implementation steps of the strategy, and new policies for its smooth advancement.
1. Strategic Connotations
As outlined in the Vision and Action, the "Belt and Road" can be summarized by "one core philosophy" (peace, cooperation, development, win-win), "five key cooperation areas" (policy coordination, infrastructure connectivity, unimpeded trade, financial integration, and people-to-people bonds), and "three communities" (community of shared interests, community of shared future, and community of shared responsibilities). Its core is to leverage the cultural heritage of the Silk Road to promote international regional economic cooperation, meeting the need for Chinese capital to "go global" while benefiting local communities.
2. Hong Kong's Role
Hong Kong enjoys unique advantages in the "Belt and Road" construction, serving as a financing hub, offshore RMB service center, trade hub, global operations support center, international asset management and risk management hub, corporate treasury center, and shipping center. Lawyer Tong also analyzed the risks and challenges this policy poses to Hong Kong, and from a legal perspective, addressed key legal issues and risk prevention measures. He illustrated how to correctly apply supporting laws and policies through his own case experiences and unique insights.
